Early Intervention with First Steps
First Steps is Indiana’s early intervention program, supporting children from birth to age 3 who experience developmental delays or disabilities. Connie Young, Director of Training and Outreach for the Bureau of Child Development Services state team, will share valuable insights into early intervention services under Part C of the Individuals with Disabilities Education Act (IDEA). Her presentation will cover both federal and state requirements—including referral processes, program eligibility, development of Individualized Family Service Plans (IFSPs), service coordination, and the delivery of ongoing early intervention services.
